What is a temporary residence permit card (karta czasowego pobytu)?

A foreigner can obtain a residence permit card if they:
Study or continue their studies
The main purpose of stay is to study or continue studying. This document allows foreigners studying at any Polish educational institution (university, technical school, post-secondary school) to legally reside and work in the country during their studies without additional work permits. To obtain a temporary residence permit based on studies, it is mandatory to be a full-time student, have sufficient funds for living in Poland, and have a permanent place of residence. The first card will be issued for a period of 15 months.
Working on the territory of Poland
This is a document that allows working foreigners to stay in Poland from 3 months to 3 years. To obtain it, one must officially work and earn at least the minimum wage. The result of a positive decision also depends on the correctness and completeness of the submitted documents. These include documents directly from the applicant and documents from the employer.
Conducting business in Poland
This is a temporary residence permit issued on the basis of conducting business activities in Poland, regardless of their form.
To obtain a residence permit on this basis, one must:
Conduct legal business activities – be a company owner, founder, or shareholder.
Confirm the financial viability of the company – provide reports on profit, tax payments, production/sales volumes for the last few months.
The card can be issued for a period from 3 months to 3 years.
Attention!
Conducting business activities is the priority purpose of stay. Therefore, if a person conducts business activities and works as an employee, the purpose of stay indicated in the residence permit application must be conducting business activities.
Work that requires high qualifications (Blue Card EU)
Blue Card EU (Niebieska karta UE, Blaue Karte EU, Голубая карта ЕС, or simply “Blue Card”) is a residence permit for performing highly qualified work in Poland. The main criteria for a foreigner eligible for the card are: The worker has a higher education degree required for the position they are applying for or 5 years of professional experience, a signed contract for a period of at least 1 year, and the worker’s salary must be no less than 150% of the average salary in Poland for the year preceding the year of application as announced by the Central Statistical Office.
Humanitarian visa (humanitarian stay in Poland)
A simplified procedure for obtaining a temporary residence permit for Belarusian citizens residing in Poland on the basis of humanitarian visas (D21). The residence permit card is issued once for a period of 3 years.
Family reunification
This is a general term for all possible ways to legalize family members of a foreigner who is legally staying in Poland or a citizen of the Republic of Poland. You can add to your card a spouse, minor children (including adopted ones), parents/children requiring guardianship due to health reasons, and in some cases, common-law partners. The main requirements are legal stay in Poland. No expired visas, visa-free stays, or expired temporary residence cards, and the residence of the person you want to join must be valid for at least another year.

What are the waiting times for obtaining a temporary residence permit card?
How to obtain a residence permit card without being tied to an employer?
The term “employer tie” does not exist in regulatory acts. Each residence permit card is issued based on specific conditions, and there are cards that provide free access to the labor market. If access to the labor market is free, then there is no tie to a specific employer. Among the various types of residence permit cards, only one card is actually “tied to work”—the combined permit for residence and work, also known as the temporary residence permit card obtained directly based on work (purpose of stay – pobyt i praca).
Grounds for obtaining a temporary residence permit card with access to the labor market, not tied to a specific employer:
– Ukrainian citizens, due to the law “On Assistance to Citizens of Ukraine in Connection with the Armed Conflict on the Territory of This State”.
– Graduates of Polish schools and universities.
– Holders of a residence permit card issued based on family reunification.
In what cases can a residence permit card be denied?
The main reasons for denial of a residence permit:
– Failure to provide or untimely provision of necessary documents requested by the inspector
– Violation of the rules of stay in Poland (being subject to administrative or criminal liability, illegal border crossing)
– The foreigner’s data is listed in the SIS (Schengen Information System, which includes individuals whose stay in the EU is not permitted)
How to obtain a residence permit card for a child?
Regardless of age, a child must have their own residence permit. It doesn’t matter whether it’s permanent residence (ПМЖ) or temporary residence (ВНЖ). The most common grounds for obtaining a residence permit for a child are:
– Pobyta stały (if the child has Polish roots or a Pole’s Card, if one of their parents is a Polish citizen or has one of the types of permanent residence permits)
– Temporary residence permit card (residence permit for family reunification; residence permit for other circumstances)
